The Simulation Football League has concluded owner meetings with the final votes needed cast Monday afternoon. The re-signing period for returning veterans begins tomorrow.

Headlining the approvals includes a number of animation additions, a new in-season signing process for undrafted players seeking available open spots on rosters and the process for granting 11 players star designations in the game.

“Thank you to our team owners who worked tirelessly – not just this week – but for the last four or five weeks to make additions and subtractions to our great league that will continue to fine-tune our simulation product, from both a strategy and realistic perspective,” said Commissioner Cameron Irvine. “With a growing league comes greater complexity and our ownership groups handled this complexity in stride.”

The salary cap of 1275 to go towards 17 user players per team was announced earlier this off-season. The Winter 2020 schedule is now just two weeks away from release and will be announced in primetime on Monday November 25.

APPROVED PROPOSALS

RB Archetype Weight Restrictions: (Received majority during re-vote of remaining options):
RB Archetypes will be restricted to the following scales of weight:

Finesse: 180-210
Balanced: 190-220

Power: 200-240

RB Archetype Height Restrictions: (Received 14 of the 14 votes needed)
RB Archetypes will be restricted to the following scales of height:

Finesse: 5’4″ – 6’0″
Balanced: 5’7″ – 6’1″
Power: 5’10” – 6’2″

Acrobatic Catches for DBs: (Received 17 of the 14 votes needed)
Cornerbacks and Safeties will be able to add the Acrobatic Catches animation.  The League has determined this to be a Low Value animation.
Rip for Linebackers: (Received 17 of the 14 votes needed)
Linebackers will be able to add the Rip animation. The League has determined this to be a Low Value animation.

Bump Master for Linebackers: (Received 17 of the 14 votes needed)

Linebackers will be able to add the Bump Master animation. The League has determined this to be a Low Value animation.
Swim for Linebackers: (Received 16 of the 14 votes needed)
Linebackers will be able to add the Swim animation. The League has determined this to be a Low Value animation.

Spin for Linebackers: (Received 17 of the 14 votes needed)
Linebackers will be able to add the Spin animation. The League has determined this to be a Low Value animation.

Ball Strip for all defenders: (Received 18 of the 14 votes needed)
All defensive positions will be able to add the Ball Strip animation. The League has determined this to be a Low Value animation.

Brick Wall for Fullback: (Received 18 of the votes needed)
Fullbacks will be able to add the Brick Wall animation.  The League has determined this to be a High Value animation.

Generic Body Limits: (Received 11 of the 11 votes needed)
All generics will be set to a static size (height and weight) equal to the NFL average for their position.

Body Type Restriction for WR and RB: (Received 13 of the 11 votes needed)
WR and RB will not be allowed to have the “Large” body type. This includes Generics.

Offensive Line Options: (Received majority during re-vote of remaining options)
Teams may create OL players that do not count against the star roster spots, but do count against the salary cap. These would be treated like owner players and their corresponding rules and requirements.

Secondary Attribute Loyalty Points: (Received 14 of the 14 votes needed)
Secondary Attribute Points will only cost .5 of a Loyalty Point.

Saved Progression Backtrack: (Received 14 of the 14 votes needed)
A player may add the options of a previous week of progression in the chart if they have saved past that point. For example, a Gold player may add the attribute options from 3 Weeks Saved if they have saved for 5 weeks.

Coach Nicknames in Discord: (Received 15 of the 14 votes needed)
GM/HC/DC/OC may use their real names instead of their player names in Discord. These users must include their staff position in the nickname.

Penalty for Draftees refusing to sign: (Received 14 of the 14 votes needed)
Rookies who refuse to sign with the team who drafts them can only sign at Base Copper value until the next draft.

Unsigned Rookies Signing as Staff: (Received 14 of the 14 votes needed)
Users may not assume any staff role on a team unless they have been a member of the league Discord for at least 3 regular season weeks of play. If a user joins a team in a staff role without a player, that user may not sign as a player for that team until the following season. If a user joins a team during the post or off-season, that user may not sign as a player for that team until after the Championship Game of the following season.

[League Proposal] Depth Chart Handling: (Received 14 of the 11 votes needed)
Players will be locked into their positions on the depth chart, based on salary cap value, at the beginning of the season and regardless of how the player progresses during the season.

[League Proposal] In-Season Transaction Change: (Received 19 of the 14 votes needed)

In-Season Transactions will no longer require Chat Rank to determine signing eligibility. Instead, the amount of banked weeks of progression will dictate what level of player the user can replace. The requirements will be as follows:
Gold: 7 Weeks
Silver: 5 Weeks
Bronze: 3 Weeks

Copper: 0 Weeks

[League Proposal] Generic Rookie In-Season Signing: (Received 17 of the 14 votes needed)
Rookies who sign to a generic role are free to join another team on a star contract during the season, if they meet the requirements to do so.

[League Proposal] Rookie Missed Progression Tracking: (Passed Unanimously)
Rookies who are banking progression will be considered inactive and removed from the Big Board once they reach 8 missed weeks. If they return to continue banking progression, they will need to start over at that time.

[League Proposal] Rookie Showcase Bonuses: (Received 11 of the 11 votes needed)
The Showcase will not grant bonus value to players and just act as a First Look game for new players.

[League Proposal] Star Designations: (Received majority during re-vote)
At the start of the season, teams will select 11 players to have their star designations applied in the hexing process. Copper players may not be given a star designation. During the season, only these 11 players will have their star designations change as they progress. Any players without the designation will stay without one for the entirety of the season.

REJECTED PROPOSALS

[League Proposal] Stamina for Regression: (Deferred to next season by 13 of the 11 votes needed)

Stamina will no longer be a progressible attribute for any position. Instead, Stamina for all positions will be set at 70 and one of the options below will be used:
A- lowered by 1 point per season played
B- After a players 5th season, lowered by 1 point per season played
C- Starting after a player’s “prime”, they lose 1 Stamina point per season played. Here are the “prime” seasons by position:
QB: 10
RB: 8
FB: 8
WR: 10
TE: 7
DT: 7
DE: 7
LB: 5
CB: 3
S: 3

1 season played = played at least 1 game as a star player

NOTE: The League has presented this option to owners, but gave them the option to defer the issue to next season so they can decide on something more to their liking. If no other option can be presented or agreed upon at that time, this rule will take effect starting next season.

[League Proposal] Injuries cause Stamina Loss: (Received 7 of the 11 votes needed)
(If the League’s Stamina rule passes) Any time a player is injured in a game and APF states the injury will take 8 or more weeks to recover, that player’s Stamina will lower by 1 point immediately following the game.

[League Proposal] Power and Finesse Animations: (Received 13 of the 14 votes needed)
The Power and Finesse animations for RB can only be used by the Power or Finesse archetypes. Balanced can use neither.

Defensive Tackles will be able to add the Closing Speed animation.  The League has determined this to be a High Value animation.

Leadership for K and P: (Received 11 of the 14 votes needed)
Kickers and Punters will be able to add the Leadership animation.  The League has determined this to be a High Value animation.

Footsteps for DL: (Received 12 of the 14 votes needed)
Defensive Tackles and Defensive Ends will be able to add the Footsteps animation.  The League has determined this to be a Low Value animation.

RB Strength Restrictions: (Received 10 of the 14 votes needed)
Each RB Archetype will have a corresponding maximum for the Strength attribute as listed below:

Finesse – 69
Balanced – 72
Power – 75

Player Physical Appearance Changes: (Received 10 of the 14 votes needed)
Players may no longer change their physical appearance season to season. This does not affect equipment, just options such as Legend Face, skin tone, body type, etc.

Away Team Coach Points: (16 votes to make no changes)
Away Teams will receive extra Coach Points each week.
