SFL Communications

A process established to bring our ownership together for common goals and to build a stronger league, SFL owner meetings are a tradition of provoking thought and a place for change. With a growing league, comes growing reasons to make adjustments to the current structure of the league.

The league office takes submissions from ownerships then vets them against league principles and competing rules already in existence. Once the process has concluded and rule additions or changes are brought to the table, each franchise receives one vote. New rules need a simply majority to pass and rule changes need a 2/3 majority to pass.

This off-season, the league’s 14 existing franchises voted with eight votes needed for a simple majority and 10 votes needed for a 2/3 majority. Of 13 proposed rules, six passed, one is pending. Newly added to the league rulebook:

Section 1.3 – Anti-collusion rule: To avoid the appearance of cheating, any person in a position above “player” on a team may not consult with another team’s members pertaining to anything team-related until after the Championship Game. This includes, but is not limited to, the sharing of playbooks, discussion of strategy, discussion of team build changes, general team-related advice or suggestions of changes of any kind relating to playbooks, strategy and/or team build. If a team is suspected of collusion, the evidence should be presented to owners group. Excluding the accused parties, the rest of the owners will determine if a violation has occurred by a majority vote. If those same owners determine a violation has occurred, another majority vote will determine penalty. The suggested penalty is the loss of the guilty parties position within the league. Example: Owners should lose their teams, coaches the ability to coach, etc. (passed with 79% of the vote)

Section 2.5 – Player Numbers: Expand the jersey numbers that can be worn by TE to 40-49, 80-89. The rule was 80-89 only. (passed with 86% of the vote)

Section 3.4 – Player position changes: When a player changes their position, their attributes will be reset to the base bronze value of the new position (passed with 57% of the vote)

Section 4.3 – Player Tampering: Teams can talk to any player at any point in the league calendar in regard with signing them, but all signing announcements will be made by the League Office.  If the team and/or the player make an announcement before the team, then that player may not sign with that team for the current season.

Section 5.4 – Coaches that are fired or leave a team mid-season cannot sign with a new team in a coaching capacity until after the Championship Game of the current season. (passed with 86% of the vote)

Section 6.5 – Owner players will progress at half the speed of normal user players, meaning their Progression Costs will be doubled. If there are not enough user players to fill rosters, non-users will progress at half the speed of normal user players and owner players will progress normally.

WHAT DIDN’T PASS
– Expand the jersey numbers that can be worn by WR to 10-39, 80-89.  The rule is currently 10-19, 80-89
VERDICT: Fell one vote short of the 2/3 requirement for rule change.

– Reduce the minimum defensive plays from 35 to 25 and the maximum from 80 to 70.  The rule is currently 35 minimum, 80 maximum.
VERDICT: Fell three votes short of the 2/3 requirement for a rule change.

– Reduce the maximum height of a WR to 6’4″.  The rule is currently 6’6″
VERDICT: Fell six votes short of the 2/3 requirement for a rule change.

– Allow Star Kickers to also play the position of Punter on the same team.  (Current Rule is that these are separate positions)
VERDICT: Fell one vote short of 2/3 requirement for a rule change.

– Allow the use of a Special Teams Specialist. This is defined as a user player who is a base generic player for their position, but they are slotted as having Return Specialist and/or Special Teams Demon animations on them.  They will cost 50 in Value towards the cap hit, but they would not factor into the 12 Star Player limit.  The player will progress normally until they reach Base Bronze Value for their position, then they will factor against the star limit.
VERDICT: Fell one vote short of the simple majority requirement for a rule add.

– IF there is a surplus of user players, it would be required that players wanting to play QB, RB or WR would fill slots of non-user skill positions on teams. These players would be assigned by the league to fill these key roster spots if action is not taken by teams to sign these skill-position free agents.

– Change the secondary tie breaker for playoff seeding to Head-to-Head Point Differential.  The current rule is Overall Point Differential.
VERDICT: Fell three votes short of the 2/3 requirement for a rule change.
